# 1257: The Libyan opposition's interim national council leader Mahmoud Jibril has said they no longer need outside help, in a letter to Nicolas Sarkozy, published in Le Figaro newspaper. "We do not want outside forces. We won't need them. We will win the first battle thanks to you. We will win the next battle through our own means."

1659: Around 20 warplanes are involved in operations over Libya to enforce a UN-sanctioned no-fly zone and prevent Colonel Gaddafi's troops attacking rebels, the French defence ministry told AFP.
# 1700: The Defence Ministry in Paris says a French warplane has fired the first shot in Libya as part of the enforcement of the no fly zone imposed by the United Nations. The target was a Libyan military vehicle.
# 2000: Julian Borger, writing in his Guardian blog, says the time pressure on the UN coalition is intense. "If Benghazi falls before the air operation gets off the ground, it would be the worst of all worlds," he writes. "Gaddafi will have defied the UN, and any subsequent air strikes against his forces could simply worsen the reprisals against the rebels and the people of Benghazi."
44: Malta, which lies in the Mediterranean not far from Libya's coast, says it will not allow UN forces to use its bases to enforce a no-fly zone. The country is politically neutral by constitution, reports AFP.

# 1730: The BBC's Mike Cartwright, at RAF Marham in Norfolk, says he's getting unconfirmed reports that two Tornado squadrons will be heading out to enforce the no-fly zone. Squadron 9 specialises in taking out surface-to-air missiles, while Squadron 31 specialises in launching the Storm Shadow cruise missile, which is used to target artillery and tanks.

# 1606 : British PM David Cameron tells the House of Commons Britain will work with allies on plans to enforce a no-fly zone in Libya. He says: "We are taking every step possible to isolate the Gaddafi regime, deprive it of money, shrink its power and ensure that anyone responsible for abuses in Libya will be held to account."
