WASHINGTON - President Barack Obama lifted a two-year freeze on new military trials at Guantanamo Bay in Cuba and suggested on Monday the US Congress was hurting national security by blocking his attempts to move some trials into US civilian courts.
In an apparent acknowledgment that the Guantanamo detention camp won't be shut down any time soon, Obama also outlined procedures for reviews to be held at least every four years for prisoners held indefinitely without charge or trial.
Obama suspended new trials at the Guantanamo tribunals, which had been heavily criticized as unfair, when he announced his review of detainee policy in early 2009 and vowed just after becoming president that he would close the camp.
Administration officials said Obama still wants to close the prison, which they have called a recruiting tool for anti-American militants, but gave no timeframe.

RAS LANUF - Forces loyal to Muammar Gaddafi advanced on the rebel-held oil port of Ras Lanuf on Monday in a counter-attack that forced residents to flee and rebels to hide their weapons in the desert.
The Libyan army was moving east down the strategic Mediterranean coastal road from the recaptured town of Bin Jawad, heading towards Ras Lanuf which is about 60 km (40 miles) away and which has a major oil complex, witnesses told Reuters.
A Reuters correspondent had seen Gaddafi's forces about 5 km (3 miles) east of Bin Jawad on Sunday evening, suggesting the Libyan leader's troops were making slow but steady progress.
sources have reported that, only yesterday, Gaddafi distributed weapons and artillery to young loyalists in Tripoli in an effort to spur on chaos and to confuse the international media with his "Gaddafi Maneuvers." Reports are coming in that Gaddafi wants to confuse international journalists about what is really going on in Libya. Those international journalists were originally invited to Tripoli by Gaddafi's regime.
Seems the same in most states, I have found by experience in this area when they say looking for an activity partner they really mean lots of "activity"
