if the dog doesnt listen, he/she gets an electrical shock. well a simular sytem could work for drivers, old, young, doesnt matter, when speeding, an electrical shock, the more ya speed, the higher da shock.
there are also systems that when ya speed, ya engine stops for 10 minutes.
One can make loads of rules, but if they dont listen, then rules are useles.
