Shame is not the intention, to a point it is though....If the parents and the problem child are humiliated I should think that their attitude would change dramatically. Why not humiliate them, it's not like they are ashamed of acting horribly to begin with. So yes humble their attitudes down and you might show the reasons why not to act like asses in public. Besides there could be a law to go along with the punishment that prevents retaliation.
In school, I don't think that a child should be swatted or have any form of a physical contact!! However the one form of discipline that I think should be used is military style. Our children are out of control for the most part, though I feel that the parents are 100% of the problem. So if anyone should receive the belt/strap, it should be the parents.
With military discipline the child is not touched in any way. They are taught to respect and obey their elders. There is nothing wrong with making a child do physical excersizes. As for the true problem children, have the parents be punished as well as the child with military training. All of this can be done right in front of the entire school in an assembly
