Can a person truly change

Why is it that a person who needs to be a better person and knows why He was that way, but nobody will believe him that he has changed.Iam usually doing something for everyone else but now Iam doing it for me

Why would people not believe, I guess they don't want me to be better so they could justify what they did

One thing I will say is people can change and I have for the better
