unfortunately, tractor, I think thats almost impossible in todays world, unless its military based ,which is a can of worms itself. even in mass riots youre going to need more a lot more than guns to survive. jmo

Hoover's stance on the economy was based largely on voluntarism. Lee Ohanian, from UCLA, has argued that Hoover adopted pro-labor policies after the 1929 stock market crash that "accounted for close to two-thirds of the drop in the nation's gross domestic product over the two years that followed, causing what might otherwise have been a bad recession to slip into the Great Depression". This argument is at odds with the mainstream view of the causes of the Depression, and is strongly contested by both Keynesians and monetarists, for example Prof. Brad DeLong of U.C. Berkeley.

just a guess, i'm not much on history, but probably related to sense of desperation in the country. also don't forget Fisk and gold in the 1800's and silver and oil in the 70's and the chaos that can occur when someone corners and controls a commodity.
