It is not a case of finding someone better It is finding a person who reciprocates ones expectations from the beginning and excepting that
Some people use many excuses to avoid a relationship from developing and whether or not this is the case "being very busy" I can't comment cause I don't know his situation
If the person is only looking for friend first and you are looking for a future partner and your feelings evolve over time and he only thinks of you as a good fiend and does not feel the same than I don't think a person is being deceived,used or a "free ride"
Just be honest tell him your feelings which I am sure he already knows... then you will see if you are both on the same page if it is not what you want to hear then you will have to make a decision it is time

I have been to counciling for depression years ago and marriage counciling only one visit because my X would not go back because the councilor told her to be quiet and let me talk when it was my turn ... Therapy is beneficial if you are willing to accept that you need help and willing to talk about and be honest
