well basically all you need is valve grinding grit and a hand lapper and a file or grinder a flat feeler gauge remove the head, pop the keeper off the valve, clean the valve with a wire brush, then put fine valve lapping compound on the valve seat, and use the valve lapper tool (under 10.00) spin the valve using the lapper, and keep watching the valve seat, when its all smoothed, put valve back and turn the motor by hand till the opposite valve opens, then insert proper feeler gauge between valve stem and the valve push rod sticking up. if the feeler gauge wont go between them, file a tiny bit off the end of the valve bottom until the gauge just slides between them.
Nothing makes me more madder than coming home and getting ready to mow, jump on the mower and it wan't crank.
I still have problems with mine cranking. If it is not warm outside it will not crank. I have to jump it off a lot of times. I've changed the starter and several other little things on it. It still has a mind of its own and will only crank when it feels like it.

if the motor wont crank. my first test would be to remove the starter and see if it turns over not attached to the motor, if not it could be the switch, or one of a couple safty switches, not making contact !
having owned a repair shop, one thing a 4 cyc engine needs, is a valve job. i have picked up many mowers showing signs like yours or will not start at all, and a valve job perks them right up. the 3 basics are spark. compression, and fuel.
i work with a lady that is seperated but they still live in the same house, seperate bedrooms, and they are both active in dating, not my cup-a. but to each thier own i guess.
true story years ago my friend had long red hair, and a huge red beard! he shaved his head and beard, with out telling his wife. went home and she called the police saying a strange man was trying to break in the house ! his dog bit him ! next day came to work and i saw someone going into my friends tools so i hit him across the hands with a pipe wrench !

being from vancouver originaly, ive been all over the province, but i moved to alberta, as the jobs were hard to get, and housing was pretty costly. i do miss the ocean, but other than that, pretty well everything from b.c. i can see in alberta, and i have money left at the end of the month here !

the rest of the story is this fellow is a paramedic, and he is allowed there as a paramedic but not as a customer. so if he was dangerous he should be banned all together! so obviously they must not think he is dangerous ! just a complainer ! and their decaf coffee tastes burnt to me as well !
this is pretty close to where i live, they said it was a pretty messy separation, and he had the boys passports waiting on the decision of the court. the police called him to tell him his wife had jumped off an overpass and was in the hospital, and he wanted to know where the boys were as she had them, and the police didnt even know about the boys. he drove to the house and found them ! just a terrible situation.
being a musician 35 years, i get asked for songs from all those dates, and all types of music, blues, jazz,folk,rock,country. so its very hard to put a specific year as the best.
moving to canada can be a real cultural shock. just moving from one part of canada to another can be bad enough, but it depends on what you need for housing, work, and company is people with similar interests and beliefs.
you might find good housing but poor paying jobs, or good jobs but high housing costs, maybe find both good work and cheap housing, but no one close with your religious beliefs. for example i had a manager transfer here, and he was Muslim and couldnt find the foods he was use to eating. so he left and returned to wha=ere he had been before.
so if you are thinking of relocating, do a lot of searching on google to find what might work best.
