The substances are no longer illegal? Correct? Therefore, I would assume and correct me if I am wrong, that the selling of the substances would have to be sold by a licenced seller, like with an alcohol licence? So if the people are chasing sellers as you have written, then surely it is not for the selling of illegal substances, it can't be because of the decriminilisation of the substances. It can only be another offence/s such as no licence to sell or selling and declaring all monies earned. If it is decriminalised is it only on perscription and unable to sell like tobacco and alcohol? Or only available on prescription?
Nobody ever mentioned licence for selling in PT. It's another of their obscure way of dealing with things. From what I know, the heavy ones are treated as sick, get some of needed doses by the State. But, of course, the trade goes on outside the health institution premises and it's of course where they feel more comfy relating to. So, in practice, is about whether you surrender as a sick one or you are chased. Grrr, did you get it? Of course it's confusing. The Portuguese love to keep their sense for themselves. You, the interested, must go and fight, find out whether you really have a right on the matter. Most Portuguese don't fight for their rights. See what I mean?

As I understand it, you cannot be convicted of a criminal offence for processing a small quantity for personnel use, however, the selling of drugs is still illegal.
