I'm not sure if there are any political science majors on here. But it is my understanding that there are levels of unemployment that governments deem acceptable in a balanced economy.

In 1920, 2% unemployment for those 14 and over was considered full employment. In 1940, FDR raised it to 3% of those 16 and older, in 1965, Johnson raised it to 4% of those 17 and older and in 1996, Clinton raised it to 5% of those 18 and older. Also, if you are self employed, or have exhausted unemployment benifits, you are no longer considered unemployed. If you are just entering the workforce and are unemployed or underemployed, you don't get counted either.
There are also plenty of jobs in the U.S. if someone wants them, but they are currently being filled by Illegal aliens. Funny how the number of working illegal aliens is roughly equal to the number of unemployed the government admits to. It's a numbers game and the government plays it very well.

Obama, claimed with the first stimulus bill, unemployment would not reach above 8 percent. WRONG! Because this stimulus bill DID NOTHING TO FIND PEOPLE JOBS!!!
