Dagosto: No, most likely, the CS home site is in Qatar or Tanuvatu or eastern Newfoundland, which feature local times at 15 minute variance from their time zones. Another possibility is that your ISP has lied to you about how fast you can upload mere text. But as a Yank myself I can say I've noticed it too - in fact, I noticed it 12 minutes ago, when I supposedly posted this.

The only reason to worry about it is if you're searching for something you said and it ends up being listed as the wrong day, not the day you thought you posted it.
The only real bugbear for me is that most people I communicate with here or on other sides is they live in three large disparate time zones (east Asia, North America, Europe). It can sometimes be a problem if you're in the mood for chatting.
