so i went to the store where he bought his new tv from and purchased an identical remote control as his. now i hide outside of his house and when he seems to get interested in a certain channel, i turn it over!! how i laugh when he comes shouting outside, but cant see me up his tree!
am i being a nasty neighbour?

You could try putting small mounds of earth on his front lawn.
