It's called looking after your own and, some politicians like to look after their own. While Bush and Blair risked their chances of ever being elected again to do what they felt was the right thing, European leaders were doing what it took to get elected. And once they did that, France turned on the US in order to gain further leadership capability as they changed the EU from an economic entity into a backroom political unit - with them in charge of course.
They felt that was more important than anything else.
