Best bet for Dublin seems to be a pub night in Break for the Border. It's the accomodation that costs money, not so much the night out.
You can usually arrange a Dublin night fairly quickly and you should have plenty of takers.

Maybe make it a poker night or karaoke or something that your friends enjoy when you go out.
Put up birthday banners (very cheap in discount stores). Get each of your friends to bring food/games/music.... and warn the neighbours.
