If you care for my opinion, I say you should work the problem out with your ex before pursuing something new. You don't want to start out a new potential relationship and start out with a problem....relationships are hard enough to come by these days.
I would explain this to the new girl and just tell her that would like to begin as friends until you can get the situation with your ex straightened out.
I hope this helps....I'm sure the new girl would appreciate your being upfront and honest....if nothing else, she can decide where to go from there.
