making new friends (21)

i moved to a new town last Feb due to a career opportunity and am really struggling to make friends in the new area.
im starting to get really disheartened about it and worst of all... lonely... never a nice thing...
i have tried lots of things, i joined hill walking clubs, drama clubs, sports, volunteer work...
in some cases the people involved dont seem interested in making (new) friends or i meet people of a different age-range to me, for example teenagers or people in their 50s or 60s... this seems pretty ageist i am aware, but i would just like to know 3 or 4 people around my age to hang out with... simple...
or not so it seems
can anyone help me out with some suggestions??
im running out of ideas...... dunno

seriously though you can't force it

do the things (hobbies) because you want to. if you do it for friends you'll fail

what i think you can do to get talking to people is leave your phone number in public phone phone boxes and on the inside of pub toilet door's i do that when i get lonely and then people call me but the conversations arent very pleasant =(
