Here goes:I seem to have a heapin' helpin' share of annoyances with acquaintances. I extended my friendship (which is no casual matter these days) to a new neighbor. I reassured him I'd be there for him 24/7, that sort of thing. Now, he's a fine, educated successful young guy, and seemingly very nice. Trusting new people is not easy for me, as, like all us old-timers, I've been burned just one too many times. Well, he had accepted having a dinner (on me) and set the time and date, then completely blew me off. Ordinarily I'd roll with the punches, but you know, this time it really hurt. Yes, it did. I am exhausted with being upset about it. I don't know what I should say when we cross paths, or to just let it go, not make an enourmous deal out of it. Yet, I don't wish to just be brushed off, and as forgiving as I am, and understanding, this is just not acceptable to me. I am trying to be generously nice and understanding, but frankly I am seething. It hurts a great deal. I know this may sound a little juvenile, but I can't help how I feel. Well, that's what's bugging me. Thanks for listening.

Well - first off fair play for putting yourself out their to meet & greet new neighbours. I'm in the process of moving and whilst a lot of people are happy to rubberneck and "chit chat" no one has actually talked to me as such.
If this one happening makes you "so exhausted" then it seems to be a culmination of such events and you need to ask should you focus all of your exasperation to that particular neighbour.
Ask yourself why has this upset you so much - ask them out to breakfast or something casual but imminent, if you get rapport explain how hurt you were - if not tell them you invit eevery newbie out for breakfast.
