Tanzila: So much interesting and though provoking opinions !!! Thank you all guys for sharing your views here !!
In this context , my personal outlook is that , I think this phrase talks about TWO different matter with same context.. 1 is 'Everything is Fair in Love' And 2 is 'Everything is Fair in War'
But the my main point of doubt here about this , is , Is it Right to compare Love and War as practically 'The Same' in this context of fairness !!???
I mean , no matter how much anyone can try to justify a WAR by trying to prove all the NOBLE causes behind it , Still A War is something far far away from Love..
As well as , If Love become a Battleground , where the main focus is just about winning or losing , then , in my personal point of view , It Is NOT LOVE anymore ...
So how can these TWO totally Different or I can say Opposite things be compared as SAME together !!!
When all is said and you're still unsure you can always check out the song from 1957 by the Moonglows, The Ten Commandments of Love...a much better alternative to war.

I am Aries.
From you have I been absent in the spring, When proud-pied April dress’d in all his trim Hath put a spirit of youth in every thing, That heavy Saturn laugh’d and leap’d with him. Yet nor the lays of birds nor the sweet smell Of different flowers in odour and in hue Could make me any summer’s story tell, Or from their proud lap pluck them where they grew; Nor did I wonder at the lily’s white, Nor praise the deep vermilion in the rose; They were but sweet, but figures of delight, Drawn after you, you pattern of all those. Yet seem’d it winter still, and, you away, As with your shadow I with these did play.
