When she's not expecting it. Too many guys wait for the end of the night. I can appreciate that on some dates it's the first time they think it's appropriate, but I find that's rarely true. As long as things are going well, and she's doing any significant flirting (and by any I mean any man could pick up on it), whenever you want to is my advice. I'd much rather be kissed because my date found himself wanting to than because it was expected at the end of the evening that he makes a move.
I've seen some women say that, and frankly, I just don't get it. If the chemistry on the first night isn't enough to warrant a good kiss, I think I'd instantly start thinking of that guy as friend material only. I'm not saying we need to ripping each others clothes off by the end of the date, but we better at least be unable to resist each others lips.
Whenever it feels right OP. I seen a girl at the mall once, she was outside sitting on one of the benches reading a book. I just politely sat down next to her, smiled and made chitchat for about a minute... then the eye contact held, and I leaned in for a smooch. She went for it too... Ahh the memories... I need to write a book dammit.
It's all about the moment, and there isn't a specified time or circumstance for that.
