It is wise not to assume why people do what .
As far as " blocking " is concerned when i joined i faced the similar situation with certain people i wanted to contact. I got the message " you are outside their region " ... this does NOT mean they have blocked your region Always. It happens with me on and off even now.
At that time , I requested someone who i wanted to talk to edit their mail settings as i cant mail them. Usually they had no idea that there was such a facility to block a region and they would change it happily. So, no point assuming.
Its their choice at the end of the day.

jus giving a thought that if I were to be in such a position I would have blocked people and not regions and that my way of handling it...may B U chose to block the region as a whole...........
and theres this dating site called plentyoffish dot com which bans people from countrys like Indian /Africa/russia etc ect I was kicked out of that site coz I belong to one of those countrys...........
And sending msn i don think is a crime for that matter even I do that...but I never bugged peple to either write to me or add me to their buddy lists......
