I think in She's Always a Woman to Me he's describing one woman, the way her perceives her, accepting her as she is, good and bad.
I feel like some people try to analyze songs like this too much, taking into account the entire history of the song-writer and all his relationships. Songs are usually just about a point in time, the feelings of the moment. I just enjoy the moment, especially if it's a place I'm in at the time, or can relate to being in.
There is much that I agree with there but... I was not analysing. As I mentioned, these songs were being dissected on a documentary I have just seen. Billy Joel was more than happy to give explanations and although the songs meant what they did to him, just as with any artist (in the eye of the beholder, etc) the listener will often put their own interpretation on it..... some songs have significant meaning to different people.
For example..... "Beautiful" by Gordon Lightfoot may mean nothing to someone else but, to me..... one of the most, yes, BEAUTIFUL songs ever written. It means a hell of a lot to me...!
