LOL! By your list,...well,...I will assume that jazz and country are not genres to be considered, nor folk, or blues, or death metal,...or,...well,...you see what I am getting at. By best do you mean sales? Popularity? What have you?
To be honest,....from my advanced years vantage point,...the nineties almost slid by as a deadzone,....yeah,...there were a few that stood out,...Achtung Baby by U2 caught my ear,....Dr. Dre made a bit of noise,....but,....sigh,.....the one album that really caught my "ear" (yeah,...cliche and typical of an old fart who knows no better....)

ELP (pre love beach), King Crimson (72/74), Yes, Genesis (gabriel era, of course), Rush, Saga, Renaissance, IQ, Marillion (the fish years), Dream Theatre, Kings X, David Lee Roth, Steve Vai, Joe Satriana, The Enid, Barcley James Harvest, Pink Floyd, Jethro Tull, Frank Zappa, The Tubes, Triumvirat, Gong, Caravan, Soft Machine, Steve Hillage, Mike Oldfield, Miles Davis, Weather Report, Return to Forever, Chick Corea's Elektrik Band, Japan, Nic Kershaw, Howard Jones, Be-bop Deluxe, Mike Bloomfield, The Groundhogs, Led Zeppelin, The Beatles (my kids got me into them), Todd Rundgen, America, Edgar Winter, Roxy Music, Phil Manzinara/801, Refugee, The Nice, Ike and Tina Turner, Marvin Gaye, Ian Dury, The Stranglers, ......and the list goes on, but yes, i did like Oasis, their songwriting was 'future proof', anthems to this day that are a joy to listen to and to play (jmho)....Its a personal perspective i guess!...
Dunno what it was about this band, i never understood what Stipe was singing about (probbo in common with the rest of the world), but i ended up buying their albums all the same!...
Don't get me wrong,....I do own some Oasis,....I just never get around to playing it that much! I was sort of "shell-shocked" from all the glam and glitter of the eighties,...and slirthered back into some retro-research,...but I did keep listening! Yeah,...I guess I did give the nineties a (somewhat) undeserved bach-hand. Believe it or not, I own at least one album of EVERYBODY you listed above,....but it was a good thing I was sitting down!!!! GONG????? WOW!!! You are only the fourth person I have ever talked to that knows of this,....what is the word I am looking for,....let's say "Ecclectic" band!! Your list displays an excellent and varied taste of tuneage,....I am quite sure you would love touring my library!! (As I would no doubt enjoy rummaging through your collection!) This somewhat detracts from your "90's" theme,....but hey,...you brought them up (and this may get me banned from CS! LOL!) From my high school days,....a bit of Gong
wow, there are so many. How about "Screaming Trees" though started in 1985 they were big in the 90's. In fact many of the 90's bands may have been formed in the mid to late 80's but were really known in the 90's Like SoundGarden, Nirvana, Garbage and Green Day. Lots of great sounds. ;-}
Yeah,...lot's of great sound arises out of every decade! Hell,...even those old farts sounded pretty good when they rolled through in the mid-nineties,...but they were not of the nineties per se,..(not by a longshot!!)
Interesting stuff arose,....I never became a fan of Pavement,...but bought their second album in the nineties and play it every once in awhile....
Yeah mostly the 90's was a wasteland after the extraordinary quality of songwriting unearthed in the first half of the eighties but if I must choose...my vote also goes to Pearl Jam.
Eddie Vedder was a genius both vocally and as a songwriter. And 'Jeremy' is still one of the few songs that I know all the lyrics for and could happily sing a capella, anytime, anywhere despite its very dark undercurrent.
