Thanks God I live in a country where we have sun 10 months a year and we complaint about cold when the tempreture is 10c. Even as a very small island we feel cold a lot since of the high humidity. But very far away from the tempretures you all just mentioned.

No.. it's by the ocean. Though far north on the globe as alot of these mentioned are, if you're near the ocean, you will not be as cold - as if you are farther inland, and higher up in elevation. Mongolia is in the mountains, and isolated inland. Russia is lower in elevation. For me it's a toss-up of the two, as Russia has the coldest temperature ever recorded in the northern hemisphere. Either way - they both are darned cold.

The question arises, coldest as an average throughout the year or at the lowest of the year. If the former then Nuuk is the answer, followed by Helsinki.

Coldest for Capitals, yes. But coldest for inhabited place on the planet is Eureka, Nunavut, Canada where the daily average temperature is -19.7 °C (-3.46 °F). conversing conversing conversing
