I think no with heroine and cocaine is very addictive and these drugs ruin a lot of lives, so making it would such a negative to make it legal for people to buy these drugs...in my opinion this would damage society even more, than it already is.
I think all the illegal dealers would do is cut their prices and mix the drugs heavily, so the taker of the drugs, may face death, ill health, suicide etc and things could end up much worse...
