Please. You sent me a flower note, & I responded back to you. You are new here. Give it time. Also...no offense, but some people feel they don't owe you anything at all, if they are not interested. I wouldn't take it too personal, really. If someone does not respond to you, chalk it up as either they are too busy to get back to you promptly, or they simply are not interested. That's when you move on to someone who is interested and who does respond.
For. If you know you need power, make proper arrangements to pay your bill, somehow or another. Not only that, but at least here, you get a warning notice beforehand so you have time to pay your bill before they cut your power off.
