That is very young to be having strokes. What do the doctors say about what is causing them? How many doctors opinions has he gotten? Sometimes you have to go to many physicians to find one who will help.
I think that mind reading ability idea is not a good one. I remember and old Twilight Zone episode where a guy developed that ability after throwing a quarter that landed on it's side. He found out what people REALLY thought of him and he didn't like it.

Very BAD idea. Psychiatrists are not big on the temporary part of the insanity. Youi will have to do something to prove that you will stay sane. Usually by taking LOTS of drugs which really knock you out. They still use thorazine in some cases.
If doctors have a patient who talks like that they usually give him lots of anti-psychotic meds. That really knocks a person down so thet have trouble functioning. Then they discharge the patient from the hospital and pass the problem onto another doctor.
The psychiatrist doesn't have to breech confidentiality to stop the threat. All he has to do is commit the guy to a pcych hospital. I beieve that is what would happen in my state. I am NOT going to try this to see what happens though.
At first it may be best to run away from things that make you uncomfortable until you have figured out a plan to deal with them. After a time you should start dealing with them though.
One of the two inies is Joe Lieberman who has been a dem for a long time and only went indi because he lost the primary. The other indi is from VT - the socialist Bernie Sanders. He will never vote with the Reps. So it is in effect a 51 - 49 majority for the dems.
