Just go there to visit...lived in the city for 37 years...not a pleasant place to live,,unless you like,,,stinky smell, rude people, horrible winters, super expensive, traffic is a mad house, and hardly any parking...YIKES!!
I tip depending on the service...I remember my accounting professor told us that if the service is bad leave a penny..the message is your service worth a penny for a tip,,that lousy. I have done it few times.
