BTW - Cuba has relatively little fishing industry & Cubans are, as a group, a bit protein deficient.

During the early years of the Workers' Paradise, Cubans tried to escape by boat - some of which were questionably seaworthy. At best.
When USGC aircraft patrolling the Florida Straits saw such boats, they would circle them & drop survival items to those aboard.
CG aircrews were ordered to discontinue the practice because Cuban radar monitored the flights & noted when/where a CG altered it's normal patrol pattern.
They knew a boatload of Cubans had been spotted and MiGs were sent to strafe the boats and those aboard to the bottom of the sea.
I never personally witnessed this, but spoke with crewmen who had.
