If you were to
get drunk in a country where the drinking limit is under 21, and went to the united states and were still over the limit, could they arrest you for underage drinking even though you did not do the drinking in the states.

Obviously, if a police officer has stopped them its for a reason. Driving under the influence perhaps? Drunk and disorderly in public? They don't have to actually consume the alcohol here for the effects and consequences to be far reaching.
