Martia: I think I will get in touch with the RSPCA and suggest they word it differently.Too many connatations otherwise.
What about this ???? a pic of a poor dog chained up a bit thin and sad with a person looking over the fence.In big letters underneath saying DONT LOOK IN DOB IN.Because in the end its all about looking after and loving these adorable animals as they have stood by our side nearly since time begun and have evolved to be what we need in our lives.What would we do without them.

Great idea, though I know I couldn't look at such a picture.
I do wonder what prompted them to word it this way to begin with. I think the dobbing in is always there, how could you stand aside and just watch? But...it's getting to the real culripts who have 20 dogs/cats, and let them fend for themselves,unfed, in their own faeces,etc. I really do think some kind of random checks are needed as well using the list of registered pet owners, as well as breeders.
Further ideas? We could each of us contact the RSPCA with our comments. Now before it all becomes law.
