Not exactly the same experience and not in a cubicle but I've walked into toilets that have a sink to wash my hands and the darn toilet is a mess. It's happened before that I'll flush it even though I didn't use it or I'll walk out and if someone is there I'll let them know it's dirty and I'm not the one
