I think it's a fair question.It has to do with the one-sided nature of society.This is based on animal behavior,I guess.
"the male has to 'court' the female and she gets to sit there enjoy the attention and say no.
I'm not sure where 'romance' comes in but despite the modern age and 'the feminist movement' many old,instinctual behaviors are still relied upon.
