However, the whole scenario you are floundering for is out to lunch as I already stated that Saddam's intent was to ride the sanctions out and rebuild his WMD programs in order to carry on with his aggression. You don't wait for an enemy who has stated his intent to attack to do so when he is at his best just as you don't provide aid for starving people when they are dead, you do it when it is most effective and most needed. The UN provided the ruling, rationale and warning to both Iraq and the coalition - Iraq failed to adhere to those warnings and, the coalition took action rather than wait to face a better armed Iraq a year or so later when they were weaker themselves.
