The area of Yarram has a festival over Easter.
From street processions where the community gets involved to picnic race meeting, regattas in nearby Port Albert, Art shows, markets and lots of other stuff.
usually great for familys but plenty of things to see and experience and a lovely area to explore

p.s must have lock up parking accomidation near by.not sure if this last until Easter, but one for school holidays at least, in Frankston on the beach.

Im going over to Mt Gambier for Easter.
I am hoping to be fishing at Lake Eppalock.(however you spell it). Not sure if I'm going camping or just going to do a day trip though. 
there is also the festival in Bendigo, and the Waking of the Dragon that happens over Easter, lots of different thing to do there as well
looks like i,ve found a good weekend at mansfeild, daryl braithwaite, black sorrows,+ 4 or 5 other old 70,s /80,s bands
