It is personal decision. Not wrong or right and it cannot be based in universal moral standard..
To just define this subject based only on “moral decisions”, well it has great values for many people (also, does the decision to build a sewage treatment plant or an museum, but these are not normally viewed as moral decisions).
Decision is “based” on personal values and morals, and the society/culture someone lives, and when someone do what and against their own believes.
Anyhow, just to complicate a little more…all decisions affect other people in some way.
