Tough call. Pacino at the top of his game (Scent of a Woman, Godfather III, Heat) is really tough to beat, but so is DeNiro, and maybe DeNiro has been great more often. Goodfellas is probably my favorite movie of all time, and that was just so well played by all.
DeNiro is my sentimental pick. He can also play almost anything. In Mean Streets he was an unscrupulous punk, and in Casino he was an uptight mastermind type. He can make you love him or hate him whereas with Pacino you can't help but get the sense sometimes that he's really hamming it up.

De Niro didn't have the looks of Pacino but he is more diversified in his roles and I believe hands down, the better actor.
Same with Gene Hackman. Put him against Di Niro and it would be even harder to choose.
