I wouldn't necessarily say that. A good neg is plausibly deniable and traverses the line between insult and compliment. Sarcasm comes in many forms from the highs of bathos, irony and satire down to the low of sarcy and the lowest of the low; the common snark(which is basically a humourless insult).
Sarcasm is simply given a bad rap because the entirety of girl humour revolves around the snark. And as we all know, girls aren't funny.
