Yes it should. It helps them communicate with other kids who are deaf or partially deaf and have that skill in adult life and encourages kids to be helpful and not discriminate also. It should be there as an option anyway.
Kids should be encouraged to learn life skills about things they will probably come across in their adult life if not before it, according to their ages and development of course, whatever they can take in.
