You make some valid points with the exception of Bush I. The mandate of the 1st Gulf War was to expel the Iraqi Army from Kuwait. There were plenty of people who wanted to keep going right through Iraq but Pres Bush would not overstep what the UN had agreed to. Keep in mind the coalition was much larger and consisted of support from numerous Arab countries. I don't think these countries would have been very supportive of overstepping the mandate especially towards another Arab country. Perhaps it may have worked or perhaps it may have led to the exact same thing we're into today and Bush I would be seen as a war monger. Who really knows?
