i thnk meeting someone in person is a bit different because the human factor such as touch,smiles facial expression.you usually ask someone on a date sooner in real life(unless your shy)because you have these factors to go on.
online you only have words which are nice but can be interpreted in so many ways and you dont have the benefit of looking in someones eyes.i say ask when you feel comfortable...:)

I think you could casually ask if the person MIGHT BE interested in having a date?
Or at least you should be sure that the person is truly interested in you as more than just a friend.
