I havent really rated anyone's photo.. not really my thing... until today, so that makes one so far!
Anyway, its the photo being rated, isn't it? There are many elements to a great photo than just the conventional "attractiveness" of the person....??

I found the same sort of thing when I did an experiment and turned my photo rating on.
Women rated me much lower than the men. It was a bit of a laugh and sent me a message that women didn't find me attractive, which is not a problem, or that they wanted to ensure I had a lower rating for some reason.
The fact that a person is brave enough to publish a picture of themselves for the world to see rates a 10 from me!!

But, I do think it is a good way of connecting us all. When we vote on the photos the people who have seen us vote for them look at our profiles and find out they have things in common with us. So, my mailbox is overflowing everyday and I have even more fans and friends in my CS harem
But yeah, back to your orignal post, it is funny when some women give us a 1. Cracks me up it does too
