In all the honesty I doubt the "reasonable reasons" people won't post a picture...but they are more than willing to email it to a complete stranger...
now how's that for protecting the privacy?
If we're on a dating site, then one would assume pictures will be eventually needed....
I understand the work ethic ...but posting a pic won't spoil that, their conduct on the site will...so don't really see a harm there.
I guess for me would still be a question mark about that person.

It could be they are new and don't know if they will like the site, they could be married, or dating someone, they may not want people to know they are here because it would embarass them, maybe they have done someone wrong on the site already, so now they don't post a pic. or they can simply be a sicko...those are the only reasons I can think of why someone doesn't post a pic.
