Is this from my Uncle (that i never knew i had) that was tragically killed in Nigeria whilst working for Shell Oil?

well, when i relocated and needed to get the water service in my new appartament, the water clerk did ask me if i wanted to spend 350 euros for a new contract or 72 euros for "only" changing the name on the bills...
