It depends on the level of education. If the textbook is aimed at 7 to 11 year olds then you'd hope that the teacher, who is an adult, knows more about the subject than the book.
But a lecturer reading from Stephen Hawking's A Brief History of Time cannot be expected to be above the book. A highly intelligent person can be expected to understand maybe half of that book.

I am a teacher and I do not think I could teach without knowing the material. HOWEVER, a book is a great tool. Students can use it as well as a source for assignments!
Well honest to say yes with out getting prepared no one can teach no one. But I can teach you with out anything because I don't think I need a book to teach you my friend,,, other wise you wont ask this question.
