I don't understand your question, surely it depends on what subject they are teaching and what book is to be used?

So my answer would be No, perhaps, maybe, yes

It depends on the level of education. If the textbook is aimed at 7 to 11 year olds then you'd hope that the teacher, who is an adult, knows more about the subject than the book.

But a lecturer reading from Stephen Hawking's A Brief History of Time cannot be expected to be above the book. A highly intelligent person can be expected to understand maybe half of that book.

I am a teacher and I do not think I could teach without knowing the material. HOWEVER, a book is a great tool. Students can use it as well as a source for assignments!

A teacher should have a passion for their subject area, not just taking the job for convenience and being lazy.

Great idea.
Doing away with books would cut down the education budget significantly.
