My apologies Jac, I hope you understood why I need more clarification about what stage in the selection process or which justice dept. could be allowed this information and context.

It does not tell us at what level: when they select it is ransom number of persons contacted as many decline.it is an inconvenience and loss of wages in the U.S .

Then each attorney can indicate their reasons,after a pre-screened interview, why their can not be selected.

Is this question saying somehow the omit from random selection based on a qualifier these persons or saying the attorney would do this (based on the individual case by case non-bias required) for example an alleged crime suspect stated it was their karma to be killed, or some excuse stating reincarnation- that person tortured them in their previous live so it was retribution

An insanity plea would probably be advised regardless, to win their case to it would not matter.Their job is to win sympathy from the jury not alienate them or make a hung jury- which is has been used to win in a capital punishment cases.
