My deceased wife and I bought our plots just before she died from a struggle with cancer.
My senior brother mad his own ashes Urn large enough for him and his wife, just before he died from a cancer. He being a marine vet also, is buried in Fort Logan National Cemetery. So I guess non veterans are allowed to be buried there also.
