IMO... Whether the man loves the woman is subjective opinion and as such subject to any number of factors that can range from facts to emotions.
The man in question may simply be rebounding before ending an existing relationship; again subject to a number of factors, particularly that someone may be lying and/or mistaken about expectations of love and relationship.
