The underlying problem here with this thread is that when the Head of State (who represents the entire nation and is due respect for that) is also the head of the Executive (who is partisan and acts in short term political interests) then the respect due for one "hat" has to be mitigated by the political hostility to actions taken under the other "hat".
Republican hatred for Clinton (Bill) went way beyond these boundaries. Stark's remarks are intemperate but slight modification to some of his wording (particularly the line about having heads blown off for his amusement) would make them fair - given that Bush is the leader of the Republican party as well as President.
Many/most countries separate the functions of Head of State from Head of the Executive and avoid this issue.
