How and where is the best way to study a new language at a tender age? Especially when the language is very difficult, but you have dreamed of learning it all your life... and now there is not much time left for this.
who has a good experience? I ve tried many online programs but still not able to speak this language.

When assessing armed conflicts, to determine how lawfully the armies of the warring parties acted, the ratio of losses among the civilian population to losses among combatants is used. The lower the ratio, the fewer civilian deaths for every military death, the more “clean” and “legitimate” the war is considered.
According to the most conservative estimates, the ratio of civilian to military losses in World War II was up to 1.5:1. For every two soldiers killed, three civilians died.
Things got even worse from there. In the Korean War of the 1950s. the ratio of civilian and military losses turned out to be approximately 2:1. According to some estimates, 20% of the entire population of North Korea died in this war.
The same ratio was during the Vietnam War. More than two civilians killed for every military killed.

By comparison, the First Chechen War killed 4,000 separatist fighters and 40,000 civilians, giving a civilian to military casualty ratio of 10:1. The results of the Second Chechen War are 3,000 militants and 13,000 civilians, a ratio of 4.3 to 1.
