I have to agree. It would be best if there was some fencing in place, but obviously they made a change that allowed for dogs but no fencing. Nevertheless, if the dog is on his property I can't see any of this as his fault. The child needs to respect the rules just as the adults do.
It sounds like the community needs to adjust the rules if everyone is ging to peacefully co-exist. No sense shooting a dog for a man made problem
